**Franking and Rate:** Total postage paid with the complete commemorative series of four values issued to celebrate the Reopening of the Saigon-Đông Hà Railroad Line (Scott #116-119 / Yvert #132-135), depicting a modern diesel locomotive running over a geographical map layout of Vietnam. This complete set multi-franking perfectly met the required international airmail tariff plus the mandatory registration fee to Europe. 

**Chronology and Transit:** The cover was dispatched at the Saigon Central Office on August 7, 1959, which marks the exact official first day of issue for this historical railway commemorative stamp series. It reached its destination in Paris on August 10, 1959, as verified by the circular arrival datestamp on the reverse. This remarkably swift transit of only three days provides clear evidence of optimal direct international air pouching via contemporary commercial airliners connecting Indochina with France.
